Dr Cheick Oumar Touré

Dr. Touré is IntraHealth Mali’s Country Director and Associate Regional Director for West Africa. He is a global health leader with more than 20 years of experience managing health systems strengthening and service delivery projects funded by USAID, the Bill and Melinda Gates Foundation, the Hewlett Foundation, and other multilateral or bilateral donors.
He is a known expert in both developing and rolling out clinical, medical, and managerial standards in low-resource settings.

Over the course of his career, Dr. Touré has provided technical assistance to ministries of health across Africa, including developing an Integrated Management of Childhood Illness curricula in Benin, training on emergency obstetric care in Rwanda, leading a training of trainers in comprehensive sexual education in Niger, conducting HRH trainings in Senegal and leading consensus workshops for the Nursing Education Partnership Initiative in the Democratic Republic of Congo.

Recently he contributed to the effort to customize the WHO’s surge planning tools—including the Adaptt Surge Planning Support Tool and the Health Workforce Estimator—for African contexts to project COVID-19 cases and work with ministries of health in Mali and Kenya to apply a tailored version of WHO’s WISN method.

He has exceptional interpersonal skills, communicating fluently in both English and French, and a proven track record working collaboratively with donors, government agencies, international and local NGOs, and civil society to provide contextually appropriate, technically sound health interventions.
In addition to holding medical degree from the University of Bamako and public health degrees from the Nancy School of Public Health, Dr. Touré was a Ford Motor International Fellow with 92nd Street Y and the Picker Center for Executive Education at Columbia University.
